Juro Tabuchi was born in 1890 in Hiroshima, Japan.
He graduated from Civil Engineering Department of Tokyo University in 1915.
He was assistant engineer of Yamaguchi and Kyoto prefectures and then as engineer of Home Ministry served at Akita Civil Engineering Agency from 1919. He transferred to Osaka Civil Engineering Agency in 1924 and became director of its Engineering Department in 1933.
Later he served successively at Sendai and Nagoya Civil Engineering Agencies, acting chief engineer and then chief engineer from 1946 to Kensetsu Sosho (General Official of Construction) and director of Nagoya Shisetsukyoku (Nagoya Construction & Maintenance Bureau) and Fukuinkyoku (Repatriation Bureau) and thereafter became assistant mayor of Nagoya City since 1943.
He assumed additional posts of chairman of Aichi-ken Ken-setsugyo Shingikai (Aichi Prefectural Construction Business Council) (1950) and member of Japan Science Council and vice-chairman of Aichi Prefectural General Development Council (1951).
