Tsukahara Jushien was born on the 4th of April, 1848, in Edo (now Tokyo), Japan. He was the son of Ichinojo.
In 1869, Tsukahara was admitted to the naval school at Numazu. The following year he attended a school at Kagoshima and thereafter completed his education at Shusagujo School, Shizuoka City.
In the very beginning, Jushien Tsukahara worked as a temporary primary school teacher, and later in 1874 joined the Yokohama Mainichi Shimbun, switched workplaces to the The Asahi Shimbun in 1878, where he worked as a miscellaneous writer. Later, with the recommendation of Ochi Fukuchi, joined the Tokyo Nichmichi Shimbun and wrote serials for them. Started his career as a novelist in 1888, and among his famous novels are "Nagashino Battle", "Shosetsu Yui", "River Mogarni" and "Soun Hojo".
