He became as Lieutenant Governor of Guam between January 6, 2003 to January 1, 2007. Before that, he was a senator in the Guam Legislature. Outside politics he has held various positions for the Moylan family"s businesses including Moylan"s Insurance Underwriters, Incorporated.
