Tsukida was born in 1889, in Hiroshima Prefecture, Japan.
After graduating from Nihon Women's College she remained as an assistant for a year and then, in 1923, joined the Nakayama Cultural Center where she received instruction in care of children under Dr. Y. Fujikawa.
Later proceeded to Germany for further studies in domestic science and problems of children.
Upon returning from Germany Tsukida rejoined her alma mater as professor to eventually become dean of its Faculty for Domestic Science in 1948. She was appointed director of Nihon Domestic Science Society in 1949 and held an additional post as vice-president of the same.
