Carter received both a BA (in English, 1968) and an MA (in American Thought and Civilization, 1970) from George Washington University in Washington, D.C.
She has served as associate director of the Maine Photographic Workshop, Rockport, since 1976. From 1972 to 1976 she was an assistant professor at Northern Virginia Community College in Alexandria.
Carter was on the board of directors of the Maine Photographic Workshop and a vice president of the Rockport Institute of Photographic Education.
Carter worked in 16 x 20 silver prints, "usually polytonal." Since 1974 she has photographically documented her daughter Aileen.
