Kenjiro Komatsu was born in Nagano Prefecture in 1863, the younger brother of Hideo Yokota.

Kenjiro Komatsu studied at the University of Tokyo, which he graduated from in 1888.
After graduating from Tokyo University Kenjiro Komatsu entered government service, and was appointed councilor in Ministry of Communications, then Director of Communications Bureau (1900) and subsequently Vice-Minister of the Ministry. Resigned from government service (1911) and the following year was nominated to House of Peers. He was a Minister of Railways in Kiyoura Cabinet (1924).
