Background
He is the son of Lau Wong-fat, former chairman of the Kuk and member of the Legislative Council. Lau was born in 1966 to Lau Wong-fat, the powerful rural leader and the chairman of the Heung Yee Kuk for 35 years.

Education
He graduated from London School of Economics in 1989, majoring in mathematics and statistics.
Career
In May 2015, he tendered his candidacy for the Kuk chairman after his father announced his retirement and was subsequently elected unchallengedly. Lau was an appointed member to the Tuen Mun District Council from 2000 to 2011. Lau is the director of the Community Chest of Hong Kong.
He is also the New Territories Justice of the Peace.
Membership
He is also member of the government"s Environmental Campaign Committee (2010-2013). Since 2006, he has been member of the Election Committee through New Territories District Council Subsector from 2006 to 2011, and through Heung Yee Kuk since 2011.
