Kenzo was born in 1883, in Toyama Prefecture, Japan.

He graduated from Politics-Economics Department of Waseda University in 1906.
After serving with Kochi Newspaper was elected member of Toyama Prefectural Assembly and later from 1928 was elected nine times to House of Representatives.
Became Parliamentary Councilor of Agriculture and Forestry Ministry of Saito Cabinet and Parliamentary Vice-Minister of Agriculture and Forestry Ministry of Hiranuma Cabinet and thereafter was appointed Welfare Minister and Education Minister of Higashikuni Cabinet in 1945.
Agriculture and Forestry Minister of Shidehara Cabinet in the same year.
While in Progressive Party was nominated Secretary-General and with formation of the Democratic Party was appointed president of Seicho-kai (Political Harmony Association) and further in 1955 took his place in 2nd Hatoyama Cabinet as Education Minister.
