Takayanagi Kenzo was born in Saitama Prefecture, 1887.
Graduated in English law from Tokyo University (1912).
He was appointed assistant professor at his alma mater, became a full professor (1920) and was sent to Europe. Upon his return he was appointed head of the university's library. He retired from this post on reaching age limit (1946) and has since been president of Seikei University. A member of the Academy, and a man of letters he is also considered an authority on English and American legislatures.
