Naibu Kanda was born in Edo (now Tokyo). He was the second son of Nagayo Matsui, a retainer of the Shogunate.

Naibu Kanda was born in Edo (now Tokyo). He was the second son of Nagayo Matsui, a retainer of the Shogunate.
After graduating from a college in America, where Naibu Kanda went for studies with Arinori Mori, he returned home (1879).
Naibu Kanda taught for awhile first at Preliminary School of Tokyo University (1880), then at 1st Higher School to eventually become professor of literature at Tokyo University. He was Director of Foreign Language School (1899), member of House of Peers (1910) and accompanied Prince Iesato Tokugawa, to attend the Washington Disarmament Conference (1921).
Naibu Kanda became the son-in-law of Kohei Kanda, who later adopted him.
