Saigo Kikujiro was born on February 11, 1861 in Osumi (Kagoshima Prefecture). He was a son of Takamori Saigo. His mother was a woman of one of the islands of Osumi whom Takamori married while he was in exile.

He went to Kagoshima (1869) and studied at the English Language School and then studied in the United States (1872-1874).
In the 1877 rebellion of his father, he fought on his father' s side and lost one leg in the Battle of Shiroyama. Was appointed chief of the Giran Branch of the Government General of Formosa (1895).
