Boris Mikhailovich graduated from the Voronezh State University of Forestry and Technologies with a degree in mechanical engineering, after which he served in the Taman Division in 1977-1979. In 1986 he defended his thesis and received the degree of candidate of technical sciences. In 1992 Boris Mikhailovich graduated from the doctoral program of the All-Union Scientific Research Institute of Agricultural Mechanization of the All-Union Academy of Agricultural Sciences named after V.I. Lenin.
Until 1989, Boris Mikhailovich taught at the Voronezh State University of Forestry and Technologies. Since 1992 - Director of ZAO Tandem. Then, until 1997, he worked as chairman of the board of VOOZZI "Istok".
In March 1997, Boris Mikhailovich was elected a deputy of the Voronezh Regional Duma, and headed the Standing Committee on Legislation, Local Government, Security and Human Rights.
