Kiyoichi was appointed policeman in Hokkaido (1928), chief of Rumoi Police Station (1945), commander of Kitami District of National Police, chief of Hokkaido and Hakodate District of National Police and director of General Affairs Department of Hokkaido Headquarters of Metropolitan Police Board (1954) and thereafter was appointed to the above-mentioned post.
