Kimura Seishiro graduated from Keio University.
Kimura Seishiro joined the Chugai Buklca Shimpo as a leader writer, and was subsequently promoted managing editor, in which capacity he changed the name of the newspaper to Chugai Shogyo Shimpo (predecessor of Nihon Keizai Shimpo) (1885). Entering the business world, Kimura Seishiro was made an official of Bank of Japan (1897), then director (1901) and ultimately vice-president.
Seishiro was nominated to House of Peers in 1927.
