Mr. Chang was born in Taipu, Kwangtung (Guangdong), in 1890.

Firstly, Chang Kin-Fan studied at Tsing-hua College at Peking. Then from 1911 to 1913 he studied at Colorado School of Mines, Colorado, U.S.A., in the period from 1913 to 1915 - Lehigh University, graduating with Master of Engineering degree. Mr. Chang also took course at the Armour Institute of Technology.
Chang Kin-Fan returned to China in 1915 and took the positions of surveyor and engineer of the Light. He worked at Railway Company, Chaochow, Kwangtung from 1915 to 1916. Between 1916 and 1917 he was an assistant engineer of the Kiutung Antimony Company, Hunan. During 1918 he was prospecting Revolutionary Army for private interests along the Yangtsze River. And since 1918 Chang Kin-Fan was a chief engineer and manager of the mines of the Liuchang Coal Mining and Railroad Company, Chinwangtao.
