Taki Masao was born on April 14, 1884 in Aichi, Japan.
Having graduated from the university Taki became instructor of French Law at his alma mater. Prince Fumimaro Konoe being one of his students. Later he served as private secretary to Takejiro Tokonami and was appointed parliamentary Vice-Minister of Foreign Ministry, director of the Bureau of Legislation in the 1st Konoe Cabinet and first chief of Cabinet Planning Board. Masao was Imperial Nominee to the House of Peers. He was purged after the war, but released later. Taki was elected member of the House of Representatives seven times.
