Kisaburo Shimakawa was an instructor at the Tsu Primary School. He was discharged for engaging in a House of Representatives election campaign. Conscripted subsequently, he was favored by Mitsuomi Kamio, a commander, and was appointed a military attache to the Japanese Legation in China.
Appointed consul at Kirin, Manchuria, and was active in Manchuria despite his weak health, especially in connection with the Chientao (Southern Manchuria) and Tienpaoshan Silver Mine problems.
