Kiyohiko Tsurumi was born on March 11, 1917 in Tokyo, Japan.
Kiyohiko Tsurumi graduated from Law Department of Tokyo University in 1940.
After graduation Kiyohiko Tsurumi entered Ministry of Foreign Affairs and then in 1941 was assigned to Thailand. Following the end of the war, he was assigned to various offices of the ministry in Japan, and appointed to the Overseas Office at Washington in 1951 and second secretary of the Japanese Embassy at Washington in1952. Returned to Japan , Kiyohiko Tsurumi was appointed to the First Section of the Asia Bureau of the ministry in 1953 and then became chief of the Fifth Section of the same bureau.
