Kiyoshige Kasai was a member of the Chichibu family he originally served under Yoritomo Minamoto and took part in the revolt against Shigenaga Edo at Kazusa (Chiba Prefecture). Then fighting for Noriyori Minamoto he led the attack against Heike, and again he fought in the Battle of Mt. Atsugashi against Yasuhira Fujiwara. Toward his end he was appointed Keoushi (post of police and judge combined), at Hiraizumi for the control of Mutsu Province.
