Kiyoteru Kuroda studied painting in Europe for nine years since 1884 till 1893 and upon his return created a sensation in art circles when his nude painting titled Cho-sho (Morning MakeUp) was exhibited at the 4th National Industrial Fair in Kyoto in 1895.
In 1896 when Tokyo School of Fine Arts added Western painting to their curriculum Kiyoteru Kuroda was invited to become professor and then in cooperation with Kenchiro Kume founded Hakuba Kai Art Society. He was judge for the Ministry of Education's first art exhibition and did much to lay a solid foundation for its future. In 1910 Kiyoteru Kuroda was the Court artist, 9 years later – a member of Imperial Art Academy, then president of same after Ogai Mori left in 1922.
Kiyoteru began taking active part in politics as a member of Kenkyukai Party and was elected to House of Peers in 1920.
