Mr. Yang Koh Shu, known as S. C. Yang, was born at Shun Teh, Guangdong province 1872.

Mr. Yang went to America to attend school in 1887 but owing to illness was obliged to return to China before graduation, then went to Japan and entered the Ming Chi Law University and graduated a Barrister at law and was also awarded the honorable rank of Professor of law.
In the Manchu regime Mr. Yang held an official position as Prefect and served as such in the Fengtian province for about two years.
In the winter of 1911 Mr. Yang was appointed Chief Secretary to the International Mixed Court by the then Tutuh Cheng Teh Chuen which position he held up to 1916 when he resigned.
In 1916-1917 Mr. Yang was appointed Chief Secretary to the Shanghai Bureau of Foreign Affairs. In January 1918, he was appointed an Expectant Magistrate of Jiangsu Province by the Central government and at the same time he was also appointed as Legal Advisor to the late President Feng Kuo-chang. In the autumn of the same year he was appointed Advisor on Foreign Affairs by the late General Chang Hsun, who was then the Tutuh of Anhui Province.
Mr. Yang was a member of the Chinese Bar Association. And in January 1925 he was appointed by Mr. S. K. Chen, Commissioner of Foreign Affairs at Shanghai, as Legal Advisor to the Bureau of Foreign Affairs. Mr. Yang was awarded the 4th class Chiaho by the Central government in 1918.
