Koichi Kawame began his education at Shoheiko (Shogunatefs College) and then moving to Shizuoka attended the private school of Masanao Nakamura (1868).
Koichi Kawame entered government service (1879) and was appointed Public Prosecutor in the Department of Justice. During his tenure he handled such celebrated cases as the "Chichibu Riot" (1884), "Osaka Case of Kentaro Oi" (1885) and "Otsu Case of Sanzo Tsuda"(1891).
