Kon Shimizu was born on September 22, 1912 in Nagasaki Prefecture, Japan.
After graduating from Nagasaki Commercial School, he joined Mangaka Shudan (New Cartoonists' Group) (1933) and was one of its leading member.
A nonregular staff member of the Asahi Shimbun (newspaper), he visited the United States to cover the San Francisco Peace Conference. He exceled in political cartoons and is noted also as a witty writer.
