1918-1920 military, admin and Party work. 1919 commanded special forces detachment. Fought against White forces in Smolensk, Vitebsk and Pskov Provinces.
1921 helped crush Kronstadt Mutiny. 1923-1927, while a student, did exec work for Moscow Soviet. 1932-1937 deputy head, Housing Department, Moscow Soviet.
From October 1937 head, Housing Board, Russian Soviet Federative Socialist Republic People’s Commissariat of Communal Economy. From 1938 Russian Soviet Federative Socialist Republic People’s Commissar of Communal Economy. From September 1940 deputy chairman, Russian Soviet Federative Socialist Republic Council of People’s comissar.
From start of World War 2 helped direct transfer of industry enterprises beyond the Urals, evacuating and resettling population. May 1942-1943 chairman, Russian Soviet Federative Socialist Republic Council of People’s Commissar.
