In 1973, Konstantin studied at the faculty of International Journalism of the Moscow State Institute of International Relations under the USSR Ministry of Foreign Affairs and at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.
In 1974-85, he was attaché, the 3rd, and 2nd Secretary. From 1991, he was the adviser of the USSR Embassy in the People's Republic of China (PRC). Since 1995, he was the Chief of the Chinese Department of the First Asia Department of the Russian Ministry of Foreign Affairs.
Since September 1998, he has been Consul General of the Russian Federation in Hong Kong and Macao (China). Going back from China, he was Director of the First Department of Asia. On 17 July 2009, he was appointed Ambassador Extraordinary and Plenipotentiary in the Republic of Korea.
