Joining forces with Iruka Soga, Kose-no-Tokotako attacked Prince Yamashiro-no-Oe, but later submitted to the Imperial Court and persuaded other rebels to do likewise. During the reign of Emperor Kotoku was appointed Sadaijin (Minister of Left). He formed a plan to conquer Shiragi (a county in Korea) with himself as the leader of the expedition but received no Imperial sanction for the venture in 650.
