Kosuke Tomeoka was born in Okayama Prefecture in 1864.
Kosuke Tomeoka baptized as a Christian (1880) and after graduating from Doshisha School (1888) devoted himself to Christian activities.
Kosuke Tomeoka was appointed chaplain of the Hokkaido Prison (1891) and was sent to America to study the penitentiary system (1894). After the Russo-Japanese War (1904-1905) he was able to introduce many reforms in the country’s jails. Later founded a domestic school and a reformatory at Hokkaido for juvenile delinquents.
