Kyugoro Kitagawa was born in Tsu City, Mie Prefecture.

While teaching at Tokyo Higher Normal School (from 1914) studied at and graduated from Physics Department of Kyoto University (1922).
In 1922 became professor at Mie Higher Agricultural School. As overseas researcher of Education Ministry studied in England, France and the USA (1928-1930). Kyugoro Kitagawa appointed director of Kyoto Normal School (1942) and principal of Osaka Dai-ichi Shihan Gakko (Osaka First Normal School) and thereafter assumed the above posts.
