In 1983 Lance received Bachelor of Arts at Monmouth College, and earned Master of Arts at Western Illinois University in 1993. He also graduated from the U.S. Army Intelligence School in 1988.
Lance worked as a director of public information in Monmouth College in 1983 - 1985. In 1985 - 1988 worked in private business in Hannibal, Missouri, United States. Since 1993 he holds the position of yard manager in Jackal Scrap Co. in Canton, Illinois, United States.
On September 3, 1988, Lance married Deborah Susanne Healey, but they divorced on February 5, 1993.
