Arnn was born on October 8, 1952 in Pocahontas, Arkansas, United States; the son of Robert Paul Arnn and Georgia (Asberry) Arnn.
Arnn received a Bachelor of Arts degree in Political Science and Accounting from Arkansas State University in 1974. Two years later he earned his Master of Arts degree in Government and a Doctor of Philosophy degree in 1985 from Claremont Graduate School. Larry studied at London School of Economics from 1977 to 1980. He also studied at Worcester College and Oxford University.
Arnn began his career as a director of research for Martin Gilbert, the official biographer of Winston Churchill, in 1977. Three years later he took a position of an editor for "Public Research", syndicated in the United States. In 1985, Larry became a president of Claremont Institute for the Study of Statesmanship and Political Philosophy. Since 2000 he has been a president of Hillsdale College, where he is also a professor of politics and history.

2015Arnn is a political conservative who has been influenced by the thought of Leo Strauss and his teacher Harry V. Jaffa. He supported Donald Trump for President in the 2016 US election.
In 1996, he was the founding chairman of the California Civil Rights Initiative, which prohibited racial preferences in state hiring, contracting, and admissions.

Larry is a member of the Board of Advisors for Landmark Legal Foundation. Also he is a member of the Mont Pelerin Society, the Churchill Centre and the Philanthropy Roundtable.
On October 20, 1979 Larry Arnn married Penelope Houghton. They have three children.
