Keenan attended the California College of Arts and Crafts in Oakland, where he earned a BFA (1965) and a BAA with distinction (1967).
Since 1964 Keenan has been a freelance photographer, working for record companies and book publishers and doing various commercial assignments. From 1967 to 1970 he taught photography and art at Concord High School in Concord, California, and lectured at the California College of Arts and Crafts and the University of California at Berkeley. He also claims to have documented the "Beat Generation."
A member of SPE, ASMP and the San Francisco Society of Communicating Arts.
