Lee was born on January 7, 1955 in Singapore; the daughter of Lee Kuan Yew and Kwa Geok Choo.
Ling received a Bachelor of Medicine degree and a Bachelor of Surgery degree from Singapore University in 1978. Three years later she earned her Master of Medicine degree in Pediatrics from National University of Singapore.
Ling began her career as an adjunct senior lecturer of pediatrics at National University of Singapore in 1989 and had held it for seven years. Since 1984 she has been a neurologist at Tan Tock Seng Hospital. Also since 1985, Lee has been working as a senior consultant of neurology at the same hospital. Since 1996 she has served as a chairman of the division of neuroscience at Tan Tock Seng Hospital. In 1997, Lee was an adjunct associate professor of pediatrics at National University of Singapore. Also, she was the head of the National Neuroscience Institute.
