Lee Sullivan Hill was born on September 2, 1958, in Hartford, Connecticut, United States. She is the daughter of Philip Richard Sullivan and Nancy Lee (Doyle) Sullivan.
Hill was educated at the Wellesley High School, she then graduated from the Lafayette College as a Bachelor of Arts in Engineering in 1980.
Hill's career began in 1978 when she became a member of a land survey crew of Office of Robert Cameron. Next year she was a summer intern of Steel Division of the Ford Motor Co. In 1980 Hill moved to the Turner Construction Company, beginning as a field engineer for the construction of a wastewater treatment plan till 1987, she became a senior estimator and was also a part-time estimator there, from 1995 to 1996. Hill even worked as a horseback riding instructor at the Woodland Horse Center for 4 years from 1988.
Hill started writing in 1996.

Hill married Gary William Hill on May 8, 1982. The couple has 2 children - Adam Doherty and Colin James.
