Joseph Garnier was born in Beuil, Alpes Maritimes, on 3 October 1813, son of a farmer.
He studied at the Draguignan, then in 1829 entered the Ecole supérieure de commerce de Paris.
On the recommendation of the director of the school, the economist Jérôme-Adolphe Blanqui, he was appointed assistant professor and then director of studies. In 1842 he founded with Gilbert-Urbain Guillaumin (1801 - 1864) the Societe d'Fconomie politique, becoming its secretary, a post which he held till his death; and in 1846 he organized the Association pour la Liberte des fichanges. He also helped to establish and edited for many years the Journal des economistes and the Annuaire de Veconomie politique. Of the school of laissez faire, he was engaged during his whole life in the advancement of the science of political economy, and in the improvement of French commercial education. In 1873 he became a member of the Institute, and in 1876 a senator for the department in which he was born. He died at Paris on the 25th of September 1881.
His best known works include the Traité d'économie politique, which was often reprinted, his Traité de finances, the Annuaire d'économie politique et de statistique, which he published from 1844 to 1855 in collaboration with Guillaumin, a revised edition of Malthus and a Traité sur le principe de population.
For his achievements, he had been made a Knight of the Legion of Honour in August 1860.

Politicallly, he sat on the left, and consistently voted with the Republicans until his death.
In 1873 he was elected a member of the Académie des Sciences Morales et Politiques in place of Charles Dupin.
