Career

Director Dayton Bureau Municipal Research, 1912-1915. Secretary Dayton Citizens’ Relief Committee, 1913. Assistant director, New York Bureau Municipal Research, 1914.

Executive secretary National Cash Register Company, 1915-1916. In joint charge surveys of state goverments of Ohio and Virginia. Also in charge, survey of Cincinnati and Hamilton County, Atlantic City, New Jersey, and local government in Michigan.

Director Detroit Bureau Governmental. Research, 1916-1944; director National Training School for Public Service since 1944. Chief statistical, Division of Taxation, United States Bureau of Census, 1934.

Dean School of Public Affairs and Social Work, Wayne U., Detroit, since 1935. Lecturer in public administration and director of student training, University of Michigan, 1918-1932, 1935-1938. Consultant municipal finance and services for Federal Emergency Relief Administration and Works Progress Administration, 1934-1937.

Chairman and director Michigan Tax Study Commission, 1937-1939. Research director Michigan Committee on Inquiry into Local Government, 1932-1934.
