Gartenberg was educated in Jewish schools in Europe, and attended night school in the United States after arriving there about 1930.
Leo worked as an insurance broker early in his career, in the 1930s, before coming to manage the first of a series of resort hotels in 1936. He owned and operated the Pioneer Country Club Hotel at Greenfield Park, in the Catskill Mountains of New York, for about forty years.
His first book was Legends of Israel (1964). He also published a series of six volumes on Torah Thoughts between 1964 and 1972, plus another five books on various Jewish religious topics.
Gartenberg also served as vice president of Children's Salvation and was active in other fund-raising organizations for Jewish relief.
