He graduated from the Belarusian State Conservatory on a class of composition by Professor Bogatyrev in 1972, and finished post-graduate studies under Professor Glebov in 1976.
After his graduation, Zakhlevny worked as a teacher of music at Mazyr music college since 1972. In 1975, he became assistant intern of the Belarusian Conservatory. In 1978-1989, he worked as a music editor of the film studio "Belarusfilm". Since 1990 - artistic director of musical bands at the Belarusian Radio. Since 1991 - artistic director of the folk music ensemble "Byaseda."
He is the author of pop, chamber, symphonic and choral music, writes music for songs. His works form the repertoire of the famous Belarus pop group “Syabry”, folk music ensemble "Byaseda", Victor Vuyachich, Yakov Naumenko, Yaroslav Evdokimov, Irina Dorofeeva. He writes music to poems of such Belarusian and Russian poets, as Maxim Bogdanovich, Constantsya Builo, Vladimir Karizna, Leonid Pronchak, Vladimir Petyukevich, Mikhail Yasen’.
