Leonid Veniaminovich studied in the oldest school of Vologda, the city where his family lived in that time. In 1952, after he finished high school his family returned to Leningrad. Here Leonid decided to enter the Higher Engineering College of State Navy. In 1957 he graduated from this institution.
In 1957 Leonid Veniaminovich Shumilov graduated from college. One year after this he became a chief of one of the building plots in Polyarny town. He had been serving in the Northern Navy for 20 years. Here Leonid Veniaminovich worked as a a chief of a building plot (1958-1962), a managing director (1962-1969), chief of the Special Construction Administration in Novaya Zemlya (1969-1972), here he was a chief engineer (1972-1975), and in 1975 he became a manager of a Construction Department of the Northern Navy. In 1978 colonel Shumilov was sent to the Black Sea Navy, where he was appointed as a deputy of a chief of the construction department. He worked here up to 1981.
In 1981 he was recalled away by the order of Marschall Shestopalov, after this he was appointed to the post of chief of Special Construction Administration, which is basically a major industrial platform for State Ministry of Defence.
In October 1985, as a Lieutenant-General,he was appointed to the post of senior deputy for chief of the quartering of the Ministry of Defense of the USSR. The creation of space complex 'Energy-Buran" became one of his major priorities during this period.
In 1989 he was approved in office as a Chief for State expertise and inspection of the Ministry of Defence.
In 1992 Colonel General Shumilov resigned from his military post.
In March 1993 he created and became a general manager of "TBT-stoyinvest" enterprise. In 1999 a manufacturer of glued laminated wood was created in Korolev (Moscow Region) under his patronage.
