1890-1891 founded Social-Democralic circles in Tula: 1893 arrested in Tula and spent two and a half years in prison, followed by six years’ exile to Yakutsk Oblast. After serving term in exile worked in Simferopol’ and joined lskra organisation. After collapse of Crimean Social-Democratic organisation moved to Tula, then to Moscow.
1901 founded Moscow Russian Social-Democratic Workers’ Party Committee together with Vaynshteyn and Teodorovich. Corresponded with lskra: May 1902 re-arrested, spent 18 months in prison, then exiled to Ycnisey Province. 1903 lied from exile and escaped abroad.
After 2nd Russian Social-Democratic Workers’ Party congress joined Mensheviks. Early 1905, after return to Russia, founded Menshevik group in Saint St. Petersburg. May 1905 at All-Russian Conference of Mensheviks elected to Menshevik Center.
1906 at Stockholm (Joint) Russian Social-Democratic Workers’ Party Congress elected Menshevik member, Central Committee, Russian Social-Democratic Workers’ Party. 1905 member. Executive Committee, Saint St. Petersburg Soviet of Workers’ Deputy December 1905 arrested for this but escaped from custody, evaded trial and went underground, calling himself Miron.
Active in trade-union and cooperative movement in Moscow. Sympathized with "liquidationists”. February-September 1917 chairman, Moscow Soviet.
Walked out of 2nd Congress of Soviets along with right-wing Mensheviks. 1917-1919 member, Central Committee, Russian Social-Democratic Workers’ Party (Mensheviks). 1920 joined All-Union Communist Party (Bolsheviks).
From late 1919 member. Collegium, People's Commissariat of Food. From 1921 chairman, Centr Union of Consumer Organisation
November 1926-June 1927 Soviet trade representative and chairman Union of the Soviet Socialist Republics trade delcg in Britain. 1927 attended International Economy Conference in Geneva. From 1927 Union of the Soviet Socialist Republics Dcp People's Commissar of Trade.
1930-1934 Soviet plcn in Germany. From August 1934 Russian Soviet Federative Socialist Republic People's Commissar of Domestic Trade. Member, Union of the Soviet Socialist Republics Central Executive Committee: 1937arrested by State Security organs.
