Levon Saakyan graduated from mechanical department of the Yerevan Polytechnic University (1960) and the Academy of the Social Sciences under the CPSU Central Committee (1977).
In 1960-1966 Saakyan worked as constructor engineer and chief manager of product development department for V.I. Lenin Plant of Electric Machinery in Armenia. Thereafter was elected as a secretary for primary party organization.
In 1966 Saakyan was appointed to the party’s office, firstly, as an instructor for Central Committee of Armenian Communist Party, and then he was appointed to the post of the Head of Industrial and transport devision under Yerevan city committee. Hereafter, Levon Saakyan hold different positions in different governing bodies of the republic up to October 1990. He served as: senior secretary of Central Committee of All-Union Lenin Communist Youth League branch in Armenia (1969-72), associate secretary of Yerevan city committee (1972-74), senior secretary of Yerevan city committee under CPSU, chairman of Armenian trade union Council (1974-1983), senior secretary of Yerevan city committee under CPSU (1983-1987), senior vice-president of Armenian Cabinet Council (1987-1990).
From 1970 through 1990 Levon Saakyan was a member of Central Committee of the Communist Party of Armenia. He was multiply elected as a deputy to the Supreme Soviet of USSR and Armenian SSR, member of Central Committee of All-Union Leninist Young Communist League and All-Union Central Soviet of Trade Unions. Also, he was a delegate on the CPSU Congress and the XIX All-Union CPSU Party Conference ( June 1988).
In 1988-1990 he was the Head of republic unit for managing the fallout from the earthquake and recovery from damage in Kirovokan, Leninokan, Spitak.
From October 1990 Levon Saakyan further to the decision of the USSR Cabinet proceeded to business in USSR (Later RF) Ambassy in Afghanistan as a Consul Ambassador. He was conferred a rank of Envoy Extraordinary and Minister Plenipotentiary. He was honored by two state orders of Afghanistan for his substantial contribution in the development of political and economic cooperation between the countries.
In the beginning of 1993 Saakyan left diplomatic service because of personal request. From 1993, while working as a vice-president of Sovuginsrroi company, he was actively involved in building projects in Moscow and abroad. Nowadays Levon Saakyan is President of Interregional informational-mercantile Center.
Levon Gurgenovich Saakyan considers working and communicating with people as his main hobby. He is also fond of studying Armenian history, keen on historical literature and movies of late soviet era. He is an active petrol-head, also enjoys playing football and tennis.
