Kao Lin-wei was a director of the Hubei Government Mint, and commissioner of education for Hubei. He derved as a chief of the Bureau for the collection of national taxes in Zhili in 1914. In 1917 he became a member of Parliament representing Zhili. In 1920 Mr. Kao was appointed vice-minister of Agriculture and Commerce. He acted as a vice-president of the Bank of Agriculture and Commerce in 1921. The same year he became a Minister of Finance and concurrently director of the currency Bureau and of the salt administration in 1921.
From December, 1921, to June, 1922, he took up the post of a Minister of Interior. Since August, 1922, Mr. Kao was an Acting Minister of Finance and from September he became an Acting Minister of Agriculture and Commerce. In 1922-1923 he served as a Minister of Interior. Kao Lin-wei held the position of a Prime Minister from 1923 till 1924. He worked as a director-general of the customs administration in 1924. Since December, 1935, Mr. Kao was a member of the Hebei-Chahar Political Council.
