In 1976 Liudmila Mikhailovna graduated from the Department of Architecture of the Petrozavodsk Construction College and in 1981 she graduated from the Faculty of Architecture of the Voronezh Engineering and Construction Institute.
In 1981-1992 Liudmila Mikhailovna was an architect of the Institute "Kurskgrazhdanproekt", in 1992-1993 creative workshop "Kurskarkhproekt ". In 1993-2002 she worked in Kursk in a number of design firms. Since March 2002 Liudmila Mikhailovna is Chief Specialist of the Department of Architecture and Urban Planning of Kursk.
Implemented projects in Kursk: summer cafe on Lenin Street (2000), residential house № 71 on Lenin Street with office and cafe (2000), administrative building reconstruction on the trial of Leninsky District on Alexander Nevsky Street (2003). Author of a number of cottages, other small architectural forms, various design developments. According to the projects of Ptitsyna in the Kursk region, there were built: individual children's playgrounds in the village of Maryino, Rylsky District (1990s), a 10-year school in the town of Tim (1992), an office-hotel complex in the town of Sudzha (2001), large towns and regional centers developments were carried out.
