He served as president and treasurer of Melbourne-Tillman Drainage District, and was manager of Melbourne Farms. He office was located in the Melbourne Arcade Building. Although there are several versions of the story, one version credits Lock Davidson with the proposal to rename Tillman, Florida, Palm Bay.
The Lock Davidson Building used to occupy the southeast corner of United States. 1 and New Haven Avenue.
