She held this position for ten years. In 1974 Lucy became a budget and fiscal officer in the American Embassy in the Democratic Republic of the Congo in Zaire, Angola. She held this position until 1976. From 1976 to 1980 she was a budget and fiscal officer in the United States of America Embassy in the Syrian Arab Republic. Since 1980 she worked as a budget officer in the State Department in Washington, United States. Since 1986 Lucy was a budget and management officer in the American Embassy and Consulates in Saudi Arabia.
