Career

Professor of penal procedure in the School of Law of Costa Rica, 1903— 1912. At present professor of public and diplomatic international law in id. Juridical counselor ad honorem of the Mexican Legation in Costa Rica.

National deputy, 1903-1906, 1914-1917. Minister of Foreign Relations and Public Instruction, 1906-1908. Minister Plenipotentiary to Nicaragua, 1906, to El Salvador, 1907, to Mexico, 1909, and to the United States, 1910.

Presiding officer of the Congress of Central American Plenipotentiaries held at San José, 1906, and of the Central American Peace Conference held at Washington, D.C., 1907. Delegate to the Pan-American Scientific Congress of Lima, 1924, to the Congress of Jurists held at Rio de Janeiro, 1927, and to the Fourth Pan-American Conference held at Washington, D.C., 1930.
