Chou Lung-kuang graduated from the Tokyo Imperial University (now University of Tokyo) with Bachelor of Laws degree.
Mr. Chou was a professor of Peking Government University then a counsellor of the Ministry of Justice and dean and vice-President of the China University (Dr. C. T. Wang being President). Also in 1928-1930 he was a director of Department of Asiatic Affairs of the Ministry of Foreign Affairs. In October, 1931, he was appointed Mayor of Tianjin Municipality, which post he resigned in June, 1933. And since 1933 Chou Lung-kuang served as a counsellor of the Peking Political Council.
