Makoto Koyama graduated from Yuge Mercantile Marine School. In March 1912, after graduating from Komoro Commerce and Industry School (currently Komoro Commercial High School in Nagano Prefecture), he went to Tokyo. Makoto also studied in Toba Mercantile School (National Institute of Technology, Toba College) with assistance from Shigenobu Okuma who was acquainted with his father. Studied in Niigata Commercial School. In March 1914, he moved to the Ehime Prefectural Matsuyama Higashi High School and graduated in 1919.
Makoto Koyama entered Kokusai (International) Steamship Company (1918). Served as sea captain and resigned in 1932. Elected three times to the House of Representatives (1936, 1937 and 1942). He founded Asahi Kaiun (Marine Transportation) Company, Ltd. and became president of the same company in 1946. Also Makoto Koyama was a director of Tokyo Kyfiko Dentetsu (Express Electric Railway) Company, Ltd.
During the Pacific War, he was engaged in work as "Independent Assistant Director of Independent Assistance" in Penang and after returning to Japan he was involved in the establishment of Dai Nippon Butoku Kai (one of the predecessors of the Japan Student Services Organization).
Makoto Koyama ran for the general election of the 18th House of Representatives in 1932 but was defeated at the next point and was elected for the first election in the 19th Parliamentary election in 1936.
Makoto was elected in 1937 for the 20th House of Representatives and for the 21st House of Representatives general election in 1942. In the 21st election, he was nominated by the Imperial Rule Assistance Association. In the meantime, participated in the League of Diet Members Supporting the Prosecution of the Holy War.
In the 28th House of Representatives general election in May 1958, he ran as an official candidate for the Socialist Party but failed to win at the next point and retired politicians.
Shoju Koyama was a Japanese politician and a newspaper manager. Chairman of the 33rd the House of Representatives (July 1937 - December 1941). Received Japanese medal in 1941.
