From 1890 driller at Baku oilfield. From late 1890’s active in first Social-Democratic circles in Baku. 1903 helped stage May Day demonstration in Baku.
July 1903 helped organize Baku general strike. 1904 revol propaganda among Azer workers. December 1904, during Baku general strike, member, Strike Committee.
October 1905 helped instigate and organize political demonstration in Baku. Helped found Baku Soviet of Workers’ Deputy, October 1907 became member, Baku Russian Social-Democratic Workers ’Party (Bolsheviks) Committee, frequently arrested by Tsarist authorities. 1913 and 1914 helped organize political strikes in Baku.
After 1917 Revol elected Presidium member, Baku Soviet. 1918 deputy province comissar, Baku Council of People's Commissar. August 1918, after collapse of Soviet regime in Baku, arrested and imprisoned.
Ascaped from prison and continued underground party work. April 1920, after re-establishment of Soviet regime in Baku, performed executive government work. 1921 deleg at 10th Russian Communist Party (Bolsheviks) Congress.
1922-1927 Azer People's Commissar of Social Security. 1922-1929 directed tech propaganda in Azer oil industry. From 1929 chairman, Azer Red Crescent Social, from 1921 repeatedly elected Presidium member, Azer Central Executive Committee.
Religion in its origin doesn't give equal treatment to women and thus offends basic human rights.
Communist party could initiate policies in the name of the society because it knows what the best is for its progress and development.
