Graduated from Tokyo University (1918).
He entered the service of Ministry of Home Affairs. Was governor of Akita Prefecture, head of Kanto Administrative Bureau, then president of the same and acting head of the Cabinet Planning Board (1939).
The following year was appointed secretary-general of the General Affairs Board of Manchukuo and placed in charge of its administration (1940). He remained in this position till Japan's defeat (1945), after which he was held prisoner-of-war by Soviet Russia. Was repatriated (1956).
