Special counsel, by appointment of attorney general of New York, 1908-1912, in franchise tax matters involving assessments against railroads in streets and highways in various cities in Westchester County, New York. Private secretary to Secretary of State William J. Bryan, 1912-1914.

Counsel for United States before International Joint Commission, since 1914. Served as counsel Foreign Trade Advisers’ Office, of State Department, 1915-1916, and in July 1916, was sent by Secretary of State Robert Lansing, on special mission to London, England., to confer with British Foreign Office in regard to trade restrictions imposed by the British Orders in Council of March 11, 1915.
